Qatar launches the Qatar Screen Production Incentive (QSPI) Programme

 Doha, Qatar – [November 21, 2025]: The Film Committee at Media City Qatar (Film Committee), chaired by H.E. Hassan Al Thawadi, today announced the launch of the Qatar Screen Production Incentive (QSPI) programme – a groundbreaking initiative designed to position Qatar as a global destination for film, television, and screen content production.

Introduced during the Doha Film Festival 2025, the QSPI offers up to 50 per cent cash rebate on qualifying Qatari production expenditure, combining a 40 per cent base rebate with an additional uplift of up to 10 per cent for productions that meet defined criteria such as hiring Qatari talent, investing in local training, promoting Qatari culture, and other aspects of industry development.

The incentive allows productions to complete portions of their filming in neighbouring Arab countries while remaining eligible under the programme. Where up to 25% of the project’s total qualifying expenditure is incurred in a selected country, those costs can also be rebated.

The new incentive forms the cornerstone of the Film Committee’s vision to build a sustainable, analytics-driven production ecosystem rooted in the Middle East & North Africa (MENA) region and connected to the Global South – supported by world-class partners including Sony Pictures, NEON, Miramax, Parrot Analytics, and Company 3 , all of which announced new regional operations in Doha during the Film Committee’s Industry Days.

Hassan Al Thawadi, Chairman of the Film Committee, said: “The launch of the Qatar Screen Production Incentive Programme reflects our long-term commitment to developing a creative economy that blends cultural authenticity with global ambition. Qatar is open for business to filmmakers and storytellers in the country, the region, the Global South and the rest of the world. We are offering infrastructure, talent, and incentives to bring extraordinary stories to life.

“This project will complement what already exists. We will listen to the industry needs and develop a robust and transparent rebate programme which best serves it. Our ambition is to build an environment where the best local and regional talent can be developed, to produce authentic stories that reflect our culture with audiences worldwide.”

The QSPI provides a transparent and flexible scheme for production of all formats, including feature films, television, commercials, and post-production/VFX work. Qualifying expenditure for the QSPI includes goods, services and labour both from Qatar and overseas.

The new programme outlines Qatar’s ambition to attract premium international productions, while ensuring that Qatari and regional filmmakers benefit equally from the incentive. Alongside the rebate, the initiative prioritises capacity-building to strengthen the MENA production ecosystem.

The incentive programme will be open for applications from Q2 2026, with detailed guidelines available through the Film Committee at Media City Qatar.

The QSPI will significantly accelerate the development of the TV and Film industry and deliver a positive economic impact for the country, further helping diversify the economy and supporting the realisation of the Qatar National Vision 2030.

Administered by the Film Committee, the QSPI is supported by expert partners Olsberg SPI, who contributed to developing the incentive framework and ensuring alignment with global best practice.
